The two-day Open Forum served as an effective interface, giving the elected women an opportunity to interact face to face with the bureaucrats and policy makers. The women put forth their common concerns before the persons in power who in turn came to know about the factors hindering effective governance at the grass root level and promised to take remedial measures to remove the problems.

The object of this book is to generate awareness amongst the public, public representatives and bureaucrats against the corruption. In this regards RLEK is working with the cooperation of Central Vigilance Commission.

Rather than being its own spokesman and giving an account of its achievements, it believes in presenting an objective assessment of its work made by the media of the country as well as other countries. Even at the risk of being called immodest we would like to point out that more has been said about us in the international press also. Panchayati Rule and Gender Awareness Training Institute (PRAGATI) has recently been registered as a seprate organisation from Rural Litigation and Entitlement Kendra but the PRAGATI team has been working for last 5 years. Over the periods of five years the team's effort has been to generate awareness about the positive discrimination that is reservation for women at all levels, helping to bring about voter's awareness, bringing about confidence and feeling security in the women candidate contesting and finally training to capacitate the elected women representatives to function effectively at all levels. This book is about PRAGATI's efforts and initations.

These cases will give the reader an insight of the various problems faced by these women in discharging their duties as elected representatives of the people. We feel it important that the nature of the hurdles they face should come out in the open so that it might help us in becoming a responsible facilitators.

'Nyay Darpan' is a bi-monthly magazine in easy hindi language which raises different issues relating to human and legal rights. This magazine 'Nyay Darpan is published with the financial support from National Literacy Mission, Ministry of Human Resource Development, Government of India. 10,000 copies of the 'Nyay Darpan' are printed in every two months. This magazine has encouraged neoliterates to for raising the awareness about legal and consumer rights in their community. Since the target group for 'Nyay Darpan' magazine widely covered the neo-literates in the entire Uttaranchal State. Copies are also sent to all police departments of the State.
