Metamorphosis
Capacity Building of EWRs has enabled them to rec ognize their
inherent capabilities and also helped them acknowledge their role as
responsive citizens of the country who are consciously contributing towards
nation building.
EWRs in Uttarakhand are slowly but, surely beginning to take the reins of
governance in their own hands. Their presence not only provides for
transformative leadership by redefining political priorities but, places new
issues on the political agenda that reflect and address women's gender
-specific concerns. EWRs have proved beyond doubt their ability to use
their perceptions and solutions moving from individual survival issues to
government policy change, helping shift India's development
process more realistically towards people's aspirations and abilities.
Today, the EWRs have engaged and excel in undertaking development work based
on the needs of Gram Sabha members. Ranging from the construction of school
building, Panchayat Ghars, houses, roads to making electricity and water
available in their Gram Panchayats, they have done it all. Besides they have
also tried to ensure that the intended beneficiaries received benefits from
the various social security schemes. It has been understood that increased
participation of women has led to better utilization of financial resources
and prioritization of significant yet neglected aspects of development such as
girl child education and sanitation. Social reform measures such as reduction
in alcohol consumption domestic violence have also been taken up seriously in
Panchayats where women have come to the forefront. These elected women prove
to be a role model for other village women.
