Panchayati Rule and Gender Awareness Training Institute, (PRAGATI) has conceptualized by its parent organization, Rural Litigation and  Entitlement Kendra (RLEK), a Non Government Organisation based at Dehradun the Capital of the hill state of Uttarakhand, India as an extension for its vision towards Gender Equity through strengthening the capacities of women  to help women re-negotiate their existence on an equitable basis. The work manifests itself in many realms.

With a firm belief on the Democratic Principle of  "By the women, for the women and of the women” PRAGATI as an organisation has been animatedly functioningin the states of Uttarakhand, Himachal-Pradesh and Haryana. towards breaking the Political Glass ceiling .The organisation for more than a decade has created an extensive support structure to provide a package of information “on political education and governance” for women and the electorate to bolster the vision of Good Governance.

PRAGATI feels that, when women and girls prosper, communities thrive, the world becomes a better place for everyone.

In the Political Arena, it takes the form of a struggle for a long deserved and ignored place in governance. On the Social Front, it aims to achieve an equal footing with men in the midst of a deep-rooted strong patriarchal setup. On the Economic Front, PRAGATI attempts to get recognition for domestic work and to ensure that women are not discriminated in organization and institutions.

PRAGATI is Registered under the Societies Registration Act 1860, as a non-profit organisation, in the year 2000. PRAGATI is an all women's group, with few members and volunteers from within the group, representing the rural community. All the members in the group have gained expertise in different fields pertaining to women in governance. The Board members comprise of women with eminent backgrounds and experiences in Governance, gender and development policies.
