Eligibility - Any person who has secured 55% marks in graduation will be eligible to apply for the Post-Graduate Diploma Course in Human Rights. There will also be three seats reserved for one person each from Sri Lanka, Nepal and Bangladesh. These participants will be nominated by Mr. Mahinda Rajapaksa, Mr. Lakendra Bahadur Chand, and Dr. Kamal Hossain in their respective countries.
Admissions - Application forms must be submitted to RLEK. A letter of reference should be sent directly to the Centre by the referee (professional or academic references only - no family members). The applications will be screened and if required short listed candidates will be called for interviews during March 2003, after which thirty students will be admitted on the course. Successful applicants will be notified by 1st May 2003 and shall have to report to the centre by the 20th May 2003. The course will commence on 20th May 2003.

The classroom sessions will be participatory and discussion based in order to generate debate on current issues and enhance the learning process. The internalisation of knowledge, rather than its mere acquisition, will be emphasised. A combination of training methodologies will be used including; lectures, case discussions, field trips, group exercises and seminars. The students will be attached with an NGO or other institution for the second half of the course to gain practical experience and to supplement the knowledge gained in the classroom.
Classes and examinations will be in English. Classes will take place six days a week from 10am to 2pm for a period of six months.
RLEK has a well-equipped lecture hall with modern facilities, as well as a resource centre containing the latest journals, papers and books relevant to Human Rights. Internet access is also available. Boarding facilities shall be provided to all out stationed students on a no profit, no loss basis. The cost of lodging including electricity charges etc. will be Rs.1000 per month.
