Rural Community of Ghata gets a gift from Netherlands


“Our children had to walk long distances to reach the nearest school that led to exhaustion. Sometimes even the teachers were absent. Their learning process was suffering due to these reasons. This school is a blessing in disguise. It is a wonderful opportunity for our children to work towards a brighter and better future,” said Santo Devi of Ghata village situated in the former region exploited by bonded labour – Jaunsar of Chakrata block.

Chaman Singh, the Zila Panchayat Adhyaksh of Dehradun inaugurated the Rural Litigation and Entitlement Kendra aided school in the distant locale of Ghata on 30th April 2005. Chaman Singh belongs to the region and has received his primary education there before migrating to Dehradun with his family. “Jaunsar has remained the most backward region despite of being situated in the same district as the capital of Uttaranchal. People are innocent and ignorant due to the lack of educational facilities, which often leads to their exploitation. This school will enhance the potential of tomorrow’s generation. Organisations like RLEK have been instrumental in bringing about development in this ignored region,” said Chaman.

RLEK had successfully litigated for abolition of bonded labour in the early seventies in Jaunsar before the introduction of Bonded Labour Act, 1976. Later it also fought for securing their land settlements in 1983.

Ghata School is another addition in the series of schools being facilitated by RLEK, a Dun based NGO, in the far-off rural locales for marginalized communities. RLEK has been operating on the motto of reaching the unreached and including the excluded for the past three decades. The school has been constructed by the support of Indian Rose Foundation, The Netherlands through an innovative endeavour of community partnership. A participative approach is adopted during the entire process. The community donates the land and the cost of construction is covered through an external funding. The uniform too, is provided for but parents of each student get it stitched by the village tailor according to their financial capacity. A one-room residence is also constructed for the teacher in the same building to avoid teachers’ absenteeism.

Before construction, an in-depth analysis takes place where issues like distance and condition of the pre-existing school from the village; the number of children the new school will benefit and socio-economic situation of the village are taken into consideration. Once before RLEK’s novel initiative for Van Gujjar adult education programme has fetched the organisation the unique NLM-UNESCO award.

“Since years our attempt has been towards empowering the indigenous and marginalized community to demand their rights and entitlements. Without awareness and thus education this dream will remain unfulfilled and social justice and equality cannot be established,” said Ruchi Kukreti expressing her views on the occasion.

Also present at the event were RLEK staff members and Self Help group members from other villages of the region.
